When someone called Jesus, Good Teacher, Jesus said why do you call me good? No one is good but God alone. He was of course referring to his Father.
Paul also talks of the Father choosing us in Christ before the world was created. The word choose is quite interesting. It is used to denote someone who has freedom. If one has no freedom, one cannot choose. The fact that God can choose, means that he is a conscious being which makes him a person.
When we choose something, we have that thing already in mind. When we look for a place to stay, we have something in mind. For my wife and I, we choose a place that will be convenient to my place of work and also close to my childrens school. It should be within our budget.
So we have already made a decision on the kind of place we are looking for. So when we found a place, and bought it, the sale was a completion of the choice the fulfillment of the choice.
Similarly, when God choose us, he had an idea of the person he wants us to be - he already had a plan for us. This plan, according to Paul is for us to be holy and spotless. Jesus himself says that we have to be perfect as our heavenly Father is perfect. God wants us to be like him.
